Notably, a general category recorded the highest number of issues (11), while Pennsylvania, North Carolina, Florida, and Texas showed elevated locality challenges with 5, 4, 3, and 3 issues respectively. These findings underscore the need for strategic stakeholder engagement and regulatory navigation in data center siting decisions.
