Notably, nine issues were categorized as general without specific state attribution, while North Carolina, Iowa, Colorado, and Indiana emerged as the states with the highest frequency of localized concerns. These findings indicate persistent regulatory, community, and infrastructure factors influencing data center siting decisions.
